Mr. Mitchell is only the 5th Tennessean to receive this award. Named after John C. Donehoo, IAAO’s first president, the award is presented each year to the author(s) of an outstanding non-technical essay on assessment, property tax administration or tax policy. The award states:

October 2019 Awards
Barry Jones is our employee of the quarter. Barry has been with our office for 10 years. He's job here in the Assessor's Office is a Commercial Appraiser. He works hard to ensure that all of Rutherford County Commercial properties are handled efficiently and correctly. When he's not in the field, he is here in our office to answer any questions for the public. We appreciate all that Barry does!
Paula Baxter received the first challenge coin presented to her by Mr. Mitchell. Paula is the Business Personal Property Supervisor here at the Rutherford County Property Assessor's office. She was chosen for her dedication and hard work in the office.
